Shasta Lake City Council to discuss dog ban

Canines could be prohibited from area parks

SHASTA LAKE - Although no such ordinance has yet been proposed or drafted, banning dogs from this city's parks will be a topic of discussion Tuesday by the City Council.

In a report to the council Assistant City Manager, John Duckett said that city administrators recently were asked to explore the possibility of banning dogs within city parks.

But, he said, such a ban might have unintended consequences.

"One that immediately comes to mind is where would city residents take their dogs for exercise?" he wrote. "It is evident that residents seek out the next available open grassy area; often schoolyards. Most cities that ban dogs from parks generally include a clause banning dogs from schoolyards as well. If a ban were to be put in place, there would be virtually no open areas available to dog owners to walk or exercise their dogs within the city."

The city of Redding has an ordinance prohibiting dogs from that city's parks, but it also has a dog park off Benton Drive where dogs are allowed to run free.

Duckett, who noted in his report that staff workers have looked into the possibility of establishing a dog park in Shasta Lake, said a site at the northwest corner of Margaret Polf Park may be suitable for such a park.

"The overall viability of this site would need to be explored prior to any approval for this type of use at this location," he wrote. "This site is only one option and no additional research has been completed regarding potential costs for site development or funding sources."

Most other sites were ruled out because of their proximity to residential areas, lack of water and electric services or parking, he wrote.

As a part of Tuesday's discussion, the council could consider a variety of options to an outright ban, Duckett said.

Those options include banning dogs from specific areas of the parks or from specific events.

Or it could decide to keep the status quo.

Duckett said he thought it best to discuss the issue with council members before attempting to draft an ordinance.

In other action, the council will be asked to approve a proclamation recognizing October as National Pet Wellness Month and urge residents to take their pets for veterinary exams twice a year.

I thought there was a school that was just shut down within the last year or so...whats wrong with taking over a part of the play ground for mutts to run around with their owners...the electricty and water and parking are in place...

The BIG difference in Redding is that dogs are allowed to walk on the Sacramento River Trail. It's healthy for the owners and canines.

I read an article back a week or two about dogs taken into local business'. What the heck. Seems that will be the only place people can take there dogs anymore!!

I agree, the dogs and their owners need a place to go have fun and to get exercise. The real problem isn't with the dogs but with a very small percentage of the owners who let their dogs run wild and then don't pick up after the dogs. You'll always have that group but let's not punish the courteous dog owners because of them.

The dog owners have brought this on themselves by not keeping the dogs on a leash and not picking up after the dogs. Just yesterday, I stepped in dog poo at the park. Here is an idea for excercizing your dog, put it on a leash and walk it up and down the street. A few months ago, we were at the little league field letting the kids hit a few balls and this guy pulls in and unloads about 8 big dogs to let them run free on the little league field.

Not all pets get along with each other and for that reason I think keeping them leashed is a safty feature for all. Lead training is good control, humane and healthy. Carry a plastic bag or two and you have a nice outing with your pet and observers are less apt to complain, in fact you might get a compliment from someone as I just did not long ago. For those that want to run your pets there are still trails around to seek out...and what about Toyon that's a huge area....it's sitting there doing nothing....what a great place for pets and owners to gather..I love seeing pet owners with their "BEST FRIENDS" I always said when you understand animals you will be more apt to be compasionate and understand people. Just look in their eye's! Be kind.....Have a great day with who and what you love.

Guess I'm back to walking in the woods, full of poison oak and squatters, but at least the dog can run and I can get some excersize.
But wait, the woods are now a subdivision of houses...

You city managers gotta give us regular people some relief from your rule bound over reactions to the grey haired old ladies.

i would guess poop. too many people let thier dogs poop and leave it all over the park, so kids can step in it maing it not so fun to bring the family to the park.

Your right. Soon this will become a breed issue. Once again pitbulls will be the target. Pits are a wonderful breed. People should try reading the history behind them before they pass judgment. They're not all child biting attackers as most soccer moms think. I've seen more weiner dogs attack kids than I have the other.

this is a real simple issue...parks are to play in...who wants to play in dog droppings?

that is why there are dog parks and rules for dogs...shasta lake is just exploring how they can get their ordinances into the 21st century...

do people actually think it's ok for dogs to drop stool in baseball and soccer fields?

really, it's more of an owner responsibility issue as well.

I agree..... I have witnessed people using and dealing in the John Beaudet Park. I quit taking my nephew there. I have also picked up broken beer bottles from Margaret Polf Park.
If the problem is because of dog poop then what should be discussed is posting signs to have the public cleanup after their dogs. I would be willing to get a recycle bag container to place bags in for that purpose.

It's not the dogs... it's the owners. Pit Bulls are very good dogs, well behaved and have been known to be great service dogs. They to need a place to exercise. Dogs can be mean no matter what breed they are. Abuse and treatment is what makes or breaks a dog. That is not the issue... banning dogs from the park is the same as discrimination. Poop is the issue, just cleanup after your dog or donate your time once a month to scoop up the poop.

First of all, I have great confidence in the three men on the Shasta Lake City Council: 1. They will not be ‘up’ for re-election in 09… whereas; the two gals need something/an issue to convince the Shasta Lake voting population that: ‘They really have done SOMETHING, in their past four years of warming the seats in the council chamber..’ BUT, let’s not forget girls; this has always been a laid-back… live and let live country lifestyle… in Shasta Lake. We are not overpowered by the ‘civilized tendencies of Redding’ and certainly not in step with the good mayor of San Francisco – a big time favorite of the elder Shasta Lake City Council Gal…
So, John Duckett , thanks for your attempt to ‘explain the difficulties in restricting Our Parks – from Man’s Best Buds...’ to the council and general public, I believe you covered the subject as well as possible.
The Shasta Lake Parks are for the most part EMPTY during a 24/7 tally. There have been signs posted since Hector was a Pup stating: DOGS ARE NOT ALLOWED ON THE BASEBALL FIELDS – EVER… and on the very lovely Margret Polph Soccer Field signs openly state: ALL DOGS MUST BE LEASHED … so, what’s gonna change with a STRICT ORDANCE FORBIDDING DOGS IN THE PARK?
Shasta Lake has not the ‘extra resources/funds’ to mount an effective monitored Restrictive Dog Ordinance – so, the ONLY FOLKS NOT WALKING/RUNNING THEIR DOGS WILL BE US LAW FEARING CITIZENS… AND … THE SAME OL DOG OWNERS WHO [IF TRUE] ALLOW THEIR DOGS ON THE FIELDS SHALL CONTINUE THEIR UNABATED BEHAVIOR …
You know folks, kinda’ sounds like the DOG-GONE recent Gun Law – San Francisco passed… you know the one that resulted in ONLY THE CRIMINAL HAVING GUNS… oh, and did I mention the huge Lawsuit brought against San Fran-sicko to remove the NEW LAW?

They are good for the family who owns them, but they are often aggressive murderous killers to anyone else who comes across them. I'm all for putting the owners in prison because of it too. Own pit bulls at your own risk.

I can see some peoples concern for dogs on the soccer and ball fields and if that is the issue then lets talk about a dog park. My concern is not allowing people to walk their dogs on the trails. We should still post signs for cleaning up the poop, no alcohol beverages, drug free zone, and supply containers for people to put recycle bags in for the use of cleaning after the dogs.
Just remember dogs in the parks are not the only problems we have in the parks... I have walked around the trails after soccer and ball games seeing trash scattered everywhere waiting for the park maintenance crew to clean up.

Bad idea. A dog is part of the family and belongs with its owner. A park is a perfect place for a dog if it is on a leash. The owner must be responsible and pick up after the dog. As long as the owner is responsible I see nothing wrong with bringing your dog to any park.

Why are people even considering something like banning dogs from the parks? Dog poo? Pick it up and it won't bother you, or anyone else. It's like trash or cigarette butts, stop complaining and do something. Pick the stuff up so you don't have to step in it next time. What a sad world we would live in if we banned everything that bothers anybody. Life is short, enjoy it while you can.

There will always be people who are not responsible. dog owners, drivers, ect.

It's not the dogs who are to blame here, it's the owners.

dogs belong in parks!

I think that every park should allow people to take their dogs, after all this is a free country and I have seen many children that behave much worse than dogs and need to be put on a lease, yet we don't ban them. Seniors especially need a safe place to walk their dogs and mayber we should impose a fine if you do not clean up after your pet, that might work. Redding is ridiculous banning dogs, I know people who have spent hundreds of thousands to dollars to buy a home by kids kingdom just to use the park to walk their dogs.

no thanks, i don't want to deal with your dogs crap stinkin up the parks making it suck to go to the park. just becuase its a park does not mean its a place for you to take your dog potty. they do however have a dog park in redding, so there is a solution. parks are for kids and families. most people do not pick up thier dogs poop, but for that do thank you for being responsible.

I enjoyed reading and responding to the comments about Banning dogs in the parks. I hope we can make a difference. I need to be able to walk my dogs on the trail. I just recently went through 6 mos of Chemo and 2 mos Radiation and so far I am now Cancer free. I need the exercise because I have nerve damage do to 1 of the chemo medications. My dog is my companion and also needs the exercise. I hope to see and hear you to help speak out at the City Council meeting tuesday @ 7:pm.

Instead of sitting on your fannies in front of your computer and posting silly comments why don't you all show up at the city council meetings and voice your opinions. City council members are more inclined to heed your wishes if they are expressed in person instead of on some blog that they probably don't even read.

I have myself two dogs.But I can understand that they want to ban the dogs out of parks. People don't take ANY notice of that dogs NEED to be on a leash. It's sad but this is the case. If people took some responsibility for there pet it wouldn't be so bad. I see so many people who say ."my dog doen't do any harm' Or my dog is sweet and doesn't do anything to others. But think also of the other people who want to walk in the parks. Kids,elderly people who are afraid of dogs. If the dog owners just leash there dogs and clean up after them it would be so much nicer for all.
